IMMIGRATION
Home
Is this a good thing?  Illegal immigration is a large portion of the driving factor.  The implications are enormous and,
collectively, are the biggest challenge we face as a state and nation.

How big is this problem?  If you do not read anything more,
I urge, implore, and even BEG you to watch this
video which
graphically illustrates the fiscal, societal and environmental catastrophe we are facing:

As the price of gas is busting your budget and you are now seeing the price of other things start to rise, the energy
crisis is on everybody 's mind. As a result of the rising awareness, many politicians are now saying "drill, baby, drill"
while others are changing their long held opposition for political expediency or are saying "you can't drill your way out
of the problem."  (See my
ENERGY report for details on this problem.)

Most of you recently watched the Olympics.  Did you take note all the people and smog in China?  What they didn't
show you were the grossly polluted rivers and lakes.  With that in mind, stop and think about the impact of the rapidly
expanding population increase in Colorado for a moment. If the population doubles, we will need TWICE the energy,
twice the number of schools, twice the infrastructure, and twice as many lanes on I70 and I25. We will need twice as
much of everything, including twice as much water!

Colorado turned down the 1976 Winter Olympics in large part due to its impact on the environment, I find it odd that
almost nobody is talking about or concerned with the largest impact on the environment that Colorado will
ever experience: a brewing environmental calamity that will make the energy crisis look like a walk in the
park.
Are there any politicians (besides me?) talking about this?

For those of you who are a bit more environmentally conscious or want to learn more about this growing problem, I
have more information and details on my
ENVIRONMENT page.

In actual fact, immigration, legal and illegal, is out of control and is extracting a terrible toll on the USA.  Our schools,
hospitals, parks, roads, freeway congestion, urban sprawl, wilderness areas, police force, judicial system, water and
sanitation systems are all suffering. The impact on the social safety net is enormous.  Anything that more people
impact, illegal aliens impact to a far greater degree, since they generally are not paying for any of it.

In the 2007/8 school year in Colorado, 106,413 students, about 13% of the state's K-12 public school student
population, were ESL (English as a Second Language) learners.  Many if not most of the ESL students are illegal
aliens or the US born children of illegal aliens. The State does not document or even ask about citizenship, so the cost
of educating children of illegal aliens and their children in Colorado public schools is unknown.

If 75% of the ESL students are illegal aliens or the children of illegal aliens, it costs you, the taxpayers, about
$519
MILLION per year
to educate them. Over a K-12 education that is about $6.5 BILLION.  If only half are, then it
is "just" $346 million per year and the taxpayers are only paying about $4.5 BILLION for their K-12 education.

Is the number of illegal aliens and the children of illegal aliens in Colorado's ESL programs 50% or 75%.  Could it be
25% or 90%?  Nobody knows because nobody is asking.  Regardless of the participation in ESL programs, there are
many more who are not in ESL programs.  What is that number?  Nobody knows.  I'll let you guess as to the reason
why.  However, since "nobody" knows, this is an opportunity for somebody to. With hours of research down at the
CDE having been completed, I will soon provide some projections on my EDUCATION page.

Have you looked at all the
amendments on the November ballot asking for more money for schools and education?

If we are going to be paying for the educational costs of foreign nationals and their children,
wouldn't you like to
know how much our benevolence is actually costing?
Exactly how much are you personally willing to pay to educate
illegal foreign nationals in Colorado?  Since a large portion of the education costs are paid through property taxes,
is it
fair to require retired citizens living on fixed incomes to be paying for the education costs of whomever wants
to violate the sovereignty of the USA and illegally come to Colorado?

In Summit County, Colorado, home to 4 major ski areas and the high-end vacation towns of Breckenridge, Dillon,
Frisco, and Silverthorne, the ESL student population increased from 20 students in 1994 to 713 in 2007 – an increase
of 3,565% in just thirteen years.  Summit County may be able to increase taxes to come with the extra $5 million or
so to pay for educating all the new ESL students
but many less affluent Colorado counties can not afford this
burden!!!

Moving past the education costs, illegal alien workers distort the laws of supply and demand.  This is financially
devastating to legal immigrants, low income families, college students, working teens and young adults as wages go
down.  It is especially devastating to minorities, including Hispanic-Americans.

Most people in Colorado remember the bust up at the
Swift plant in Greeley in December of 2006 which received a
lot of attention, especially from the illegal alien friendly local media.  What most people aren't aware of, however, is
that 10-12 years ago, before the arrival of illegal aliens, the average wage in that plant was nearly $18/hour.  After the
illegal aliens came, they drove the wage down to $10/hour.  Not only did illegal aliens displace a large number of
American workers, they also forced down the real wages by over 50%, factoring in inflation.

If you don't think that is a problem, apply the principle to your job. Would you be willing to work for 40-50% of what
you are presently making just so your company can make greater profits?

Illegal aliens are taking jobs away from Americans, especially those on the lower rungs of the ladder of economic
success, lowering the wages in any field where they are sizable percentages of applicants, and, mostly, not paying
income taxes on whatever they are earning.

I have already talked to a number of citizens in House District 23 who have lost their jobs and businesses due to illegal
immigration.  Neither the Denver Post or Rocky Mountain News nor the four major TV stations ever did a human
interest story on their plight.  When citizens are losing jobs and their businesses we have a problem. When the media
doesn't give a damn we have a bigger problem.

By the way, after the bust at the Swift plant in Greeley, there were over 500 applicants from citizens and legal
immigrants for the 150 or so jobs that illegal aliens used to have.  So much for "jobs Americans won't do" - even at
artificially depressed wages.

Unfortunately, illegal aliens are not just here to "do the jobs Americans won't do."

Are you aware that a Justice Dept. report says it costs about $98,000 in 2007 dollars to process each illegal alien
criminal through the judicial system?  Then, after they are convicted and sentenced to prison, it costs about $22,000
per year to house them. Suppose that 1,000 illegal alien criminals are processed.  If so, that is almost
$100 MILLION
a year
. That is money out of YOUR pocket!  While my opponent panders to the illegal alien lobby, I think we should
be spending a $100 million a year on things that benefit the citizens of Colorado. How many college scholarships
would that pay for every year?  Oops, I forgot - asking for more taxes for college scholarships is already a ballot
amendment!

In any case, is 1,000/year a high or low number?  I am asking but, so far, nobody seems to know.  Or isn't saying.

FAIR estimates that the illegal alien population in Colorado was
270,000 in 2007.  IF illegal aliens commit crime and
are
incarcerated at the same rate as other residents in the USA are, 1 in every 142 U.S. residents, Colorado would
have 1,901 incarcerated illegal aliens.  Do they and are they?  Again, I am asking but nobody seems to really know.
However, some people have said that there are over 5,000 illegal aliens incarcerated in Colorado. In case you are
interested, 5,000 X $22,000/year =
$110 MILLION per year.  Keep that "5,000" in mind.

By the way, FAIR estimates that the illegal alien population in Colorado in 1990 was only 31,000.  While the state's
population grew 45% from 1990 to 2007, the illegal alien population increased by 750%.

I'm often asked how I can be the only one reporting such startling figures and facts. The simple answer is graphically
presented a few paragraphs below. To get the real answer you would have to ask the Governor and most of those in
the legislature to whom "immigration" is a taboo subject.  While nobody in Colorado is really asking, or being
accountable, in other places they are.

Arizona's Maricopa County Attorney's Office  just published a report,
Illegal Immigration (September 2008) that
documents the criminal impact of illegal aliens on the county.  According to the report, 9% of the residents of Arizona
are illegal aliens but in Maricopa County, a place were illegal aliens are fleeing due to tough law enforcement, they are
still responsible for:

18.5% of all property crimes, costing Maricopa County citizens $24M
    20.3% of felony DUIs
    35.8% of kidnapping
    44% of forgery/fraud
    85% of criminal impersonation/false ID
33.5% of selling or transporting drugs
20.7% of any crime with a weapon
18.7% of all crime and 21.4% of all incarcerations

Does anybody suppose Maricopa County's illegal aliens are behaving any different than Colorado's illegal aliens?

The Government Accounting Office published a study,
Information of Certain Illegal Aliens Arrested in the United
States, GAO05-646R of April 2005.  They found that the 55,322 incarcerated illegal aliens in the study were arrested
459,614 times and of those 12% were for murder, robbery, assault, and sexually related crimes.  Currently, there are
about 300,000 illegal aliens incarcerated in the USA. Doing the math, if the 300,000 commit crimes at the same rate
that the 55,322 in the study did, that is 2,492,394 crimes and 12% of those would be 299,087 "serious" crimes. By the
way, prorating for Colorado's population, that would be about 5,000 illegal aliens in Colorado's jails.

The costs detailed above are just
some of the costs YOU are paying to tolerate illegal foreign nationals residing in
Colorado.  Unfortunately, there are many more.  There are so many more that I need to address them on another
page,
COSTS of ILLEGAL ALIENS in COLORADO.  There you will find data that suggests that illegal
immigration in Colorado is costing Colorado taxpayers and wage earners about $3
BILLION dollars every year!
And that doesn't even count their involvement in mortgage fraud.

That is far more than the total amount of additional money being sought for all the under funded programs! .

In any case, higher taxes to pay for the education of foreigners and their children and providing three meals a day and
color TV for incarcerated illegal aliens is not the biggest problem. Did you catch this one right here in Jefferson
County?

A big chunk of these drug peddlers were illegal aliens and the drug path goes straight back to the Mexican drug
cartels.  What is driving this and what are the consequences?  Due to drugs, Mexico is now literally a war zone

and the violence on our southern border is escalating

Outgunned and Outmanned: Local Law Enforcement Confronts Violence Along the Southern Border
    (archived here)

with the violence spilling into cities all over America.

The MS-13 gang makes Al Capone and traditional American gangs look like a bunch of Boy Scouts.  They are
operating in the Denver metro area, peddling all those drugs to your children.  Gang rapes and beheadings are two of
their modus operandi.  Yes, you read that right and while the beheadings have only recently started, both are going on
in the United States.  I could provide hundreds of references to the gang aspect of illegal alien crime.  If anybody is
interested, you will find a plethora of them at THE DARK SIDE OF ILLEGAL IMMIGRATION,
Gang Crimes.

Does it get any worse?  Unfortunately yes. With the current fiscal crisis brewing in the mortgage industry, here is a
November 28, 2006 special report from John Ferrugia and Channel 7 News that you probably forgot:

This is part of the dark side of illegal immigration that nobody, except Channel 7 News and me, is talking about.  In
case you think that was an isolated incident, here is a simple
ILLEGAL ALIENS & MORTGAGE FRAUD LIST with
more references regarding illegal aliens and mortgage fraud. You'll find a few more occurring in Colorado. If
somebody wanted to spend the time researching, I'm sure they would find hundreds. Do I need to mention that
mortgage fraud is another indirect cost that YOU are paying for?

Here are a few more links which provide eye-opening facts and statistics our mainstream media mostly ignore:

Tancredo Says “We Are Importing Our Poverty”
Broken U.S.immigration policy partially responsible for 73% jump in CO kids poverty rates
Colorado's foreign born population went up by over 100,000 people between 2000 and 2006 according to the U.
    S. Census Bureau and the Federation for American Immigration Reform. This was the same time period the
Colorado Children's Campaign used in their report on child poverty.

"The research is clear," Tancredo said. "An increase in immigration leads to an increase in poverty."

Tancredo concluded, "If we truly want to do something about poverty in Colorado and our nation, we must
stop importing poverty. We must begin enforcing the laws, primarily against hiring illegal aliens, which will
force self-deportation of others in that category."

    10th Amendment
The powers not delegated to the United States by the Constitution, nor prohibited by it to the states, are
reserved to the states respectively, or to the people.

The bottom line is that the massive population growth is mostly fueled by immigration, with the majority of that being
illegal immigration, and tolerating illegal aliens is extracting a terrible price, personal and monetary, on the citizens of
Colorado. The solution that BOTH POLITICAL PARTIES don't like, albeit for different reasons, is that legal
immigration should be throttled back some to allow some time for assimilation and to slow the population growth and
illegal immigration must be stopped completely.

Unfortunately, when it comes to illegal immigration, most politicians and the media are like this

    :

That, however, will not make the problem go away.  In addition to the terrible costs inflicted on individuals and
families, many of the tax increases and ballot initiatives requesting more money are there because the State is going
broke subsidizing hundreds of thousands of foreign nationals in Colorado.

FAIR, which only tallies direct costs, projects that if the Kennedy-McCain amnesty bill is adopted, the
annual fiscal
costs to Colorado taxpayers for emergency medical care, education and incarceration for illegal aliens will increase
from what we are paying now. Their estimation of current direct costs with ensuing
projections for the annual costs
of illegal aliens in Colorado are as follows
:

    Current        $711,000,000
     2010         $1,217,000,000
     2020         $2,124,000,000

With FAIR's estimation, you now have three different cost projections for the cost of illegal immigration in Colorado.
On the bottom side we are "only" paying $711 million a year for accommodating illegal aliens.  On the top side it is $3
billion.  Don't you think it is time for the Governor and Legislature to tell the citizens and taxpayers of Colorado how
much their "foreign aide" is costing you? Isn't it time you started holding them accountable for spending your money?

To reduce illegal immigration in Colorado, I believe in:

  • Vigorously enforcing existing laws and holding people responsible for not doing so
  • State mandated use of E-Verify for any business receiving $1 of tax payer's money, directly or indirectly.
  • Penalizing employers who knowingly hire illegal aliens with dramatically escalating penalties, including jail time,
    for repeated offenses.
  • Since we have to abide by an unfunded Federal mandate, schools should exclusively have English immersion
for foreign national ESL students and we need to be doing it smarter and more cost effectively.
  • Enforce any and all provisions and implications of the State Language (English!).
  • Accountability on exactly how much the tax payers of Colorado are paying to support illegal aliens and their
families and all spending measures must specifically include the financial impact of illegal aliens and their
children on all programs receiving taxpayer funds.
  • Making Denver's Initiative 100 a state wide law and extending it to drunk driving.
  • Dramatically increase the fines for driving without a license, insurance, or registration.
  • Adopt Arizona's Maricopa County's attitude for jailed illegal aliens.
  • The “Marticula Consular card” should be made illegal in Colorado for use as a legal ID.
  • Enforce all aspects of 'Secure and Verifiable ID Act'  HB03-1224
  • Require a photo ID for voting.  The State should also provide the ID for those that can not afford it.
  • Make using a false ID a felony offense and dramatically increase the fines for using false ID.
  • Dramatically increase the bail bond requirement for drug peddling and implement mandatory prison time - NO
    "agricultural trespassing!".
  • Implement a $1,000/person/day worked fine on any food service establishment that hires an illegal worker that
has not had a health screening.
  • We need to tell the FEDs to start paying for the costs of THEIR problem and if they won't, the State should
start exercising its Tenth Amendment rights.
  • The state should deny Colorado citizenship to foreign nationals who just happen to be born here. This will also
initiate a challenge to the "anchor baby" interpretation of the Fourteenth Amendment.  NOTE: the US is the only
industrialized country in the world that still has this ancient provision.  See Citizenship Laws of the world
  • Aiding and abetting illegal aliens is a crime and a violation of a public servant's oath to uphold the Constitutions
of the USA and Colorado and the guilty should be held accountable.
  • We should offer all illegal aliens $1,000 and a free, one way, bus ticket to San Francisco. If they come back,
we will establish Devil's Island on the Plains for them.

If the money sources, benefits, and support are cut off, many illegal aliens will go back home on their own and much
of the problem goes away. The hard core, illegal alien criminal element should be made afraid to do "the jobs that
American (criminals) won't do" in Colorado, or ending up in Colorado prisons.

Solving this very expensive and growing problem (see
IMMIGRATION GUM BALLS!) requires new leadership,
new ideas, and real change.

There are a number of facets regarding illegal immigration that need to be addressed.  With the recent tragedy of three
innocent people killed at an ice cream shop in Aurora by an unlicensed, illegal alien driver, who was driving an uninsured
vehicle, the criminal aspect of illegal aliens is briefly in the news again. While our prayers go out to the families that have
been so senselessly and needlessly impacted, this is an aspect of illegal immigration that must be addressed: crimes.

This facet of illegal immigration may not have impacted you or your family but it has impacted other people all across
Colorado.  When considering the impact of illegal immigration, all the aspects must be examined.
Most illegal aliens are
decent people, only trying to make a better life for themselves and their families
. They are only doing what you or I would
if we were in their place.  While that does not excuse breaking the laws or justify their presence in the United States, it does
put it into proper context.  We all know resident criminals commit crimes. Besides the fact that we do not need to be
importing criminals, the big difference is that no crime committed by an illegal alien would have ever happened if our
elected officials at the State and Federal level had been doing their jobs.

In tolerating the presence of illegal alien criminals, how many citizens of Colorado is it acceptable with you to be molested,
raped, seriously injured, killed, or murdered?   Since nobody that I am aware of has or is providing any information for the
citizens of Colorado to make an informed determination on the acceptable level of collateral damage, I will say and
document what YOUR GOVERNMENT is not:
COLORADO VICTIMS of ILLEGAL ALIEN CRIME
As terrible as all the individual crimes and impact on the victims and their families is, crime doesn't directly impact all the
citizens of Colorado.  There are, however, other facets that do.

Are you aware that the population of Colorado and the USA is projected to double in about 45 years and if things don't
change REAL FAST there will be a
BILLION people in the USA within the lifespan of a child born today?
